Dr. Candice Matthews Investigates Alleged Unsafe Living Conditions at Northeast Houston Apartment Complex

HOUSTON – Activist Dr. Candice Matthews visited Legacy Apartments, located at 3905 Lockwood Drive in northeast Houston, after a resident reported dangerous living conditions, including black mold, extensive water damage, and a ceiling that partially collapsed inside the apartment.

According to the resident, the ceiling fell more than a month ago, but apartment management has not completed the necessary repairs. The resident also alleges that mold and water damage remain inside the unit, raising concerns about the property’s safety and habitability.

NightSunTV visited the property and independently verified the presence of visible mold and deteriorating conditions consistent with the resident’s complaints. However, NightSunTV has not independently determined the cause of the mold or whether the property is in violation of applicable housing or building codes.

Matthews toured the apartment to document the reported conditions as part of what she describes as an ongoing effort to expose alleged slumlord conditions across the City of Houston.

Following the visit, Matthews said she intends to return to the property with city officials who have the authority to inspect the complex, issue citations for code violations if warranted, and pursue enforcement actions.
